Summary The Smithsonian Institution is the world's largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in one of the SI facilities serviced by the Office of Facilities Management (FM). The Office of Facilities Management is responsible for all Smithsonian facilities, many of which are designated as historic and all of which are visited by millions of people each year. Responsibilities The Supervisory Budget Analyst contributes to establishing Facilites Management (FM) financial policy, plans, advises and provides financial and general management and technical support to the Associate Director and assists in establishing, developing, analyzing and improving Smithsonian-wide FM budgets, programs and services. In this position, you will: Be responsible for the development, presentation, coordination and execution of federal and trust operating budgets for SI facilities management programs and activities. Oversee development and implementation of spending plans to meet FM requirements and make adjustments including restructuring budget allocations or work plans to reflect changing priorities, varying costs, and changes in the availability of funds. Provide expert guidance in resolution of issues affecting obligation, expenditure and control of financial resources in facilities programs. Provide financial management guidance and assistance on behalf of major programs of high visibility, significant national interest, special interest to the Regents or Congress or those of high dollar volume. Perform full range of supervisory responsibilities for designated staff. Exercise full oversight responsibility for the development of projects or studies of policies of a complex and difficult nature in which desired improvements are intended. Qualifications Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-13 level in the Federal Service. For this position specialized experience is defined as formulating budget plans and policies; recommending changes to budgets; developing reports on budget plans through automated systems such as Enterprise Resource Planning (ERP); overseeing budget execution to adhere to policies and guidelines; providing direction on budget execution operations including the related aspects of annual budget requirements, annual obligations and operating costs, special projects, and other budget information; and reviewing future budget plans to determine potential problem areas.
