Apogee has an exciting new opportunity for a Acquisition Analyst in support of Special Operations Forces Acquisition, Technology and Logistics’ (SOF AT&L) Program Executive Office for Fixed Wing (PEO-FW). PEO-FW delivers and sustains mission-critical fixed-wing capabilities that enable SOF strike, armed overwatch, mobility, and operations in contested or degraded environments.The organization rapidly fields new platforms and upgrades, integrating advanced sensors, resilient navigation, precision effects, and software-driven enhancements to improve mission effectiveness and survivability. PEO-FW also drives testing, training, and integration efforts to accelerate operational fielding and ensure aircrews are ready to employ new capabilities across SOF aviation fleets.This is a full-time position located at MacDill AFB, FLDevelop research, development and acquisition management system documentation, to include supporting Statements of Work (SOW), Performance Work Statements (PWS), System Acquisition Management Plans (SAMP), Acquisition Strategies (AS) Acquisition Program Baselines, (APB), Acquisition Decision Memorandums (ADM), test and evaluation plans, fielding and deployment releases, program protection plans, spend plans, Technology Insertion Roadmaps, Transition Agreements, Congressional Briefings and responses to Congressional Requests for Information, and Program Objective Memorandum (POM) planning documentsCollect and analyze metrics and requirements from supported organizationsDevelop elements of program acquisition strategiesSupport/conduct portions of market researchKeep program information current and organize data to submit to management for decision makingPrepare reports and briefings on program status, policies, and procedures in support of acquisition program milestonesSupport cost/benefit analysisAnalyze effectiveness and efficiency of program; develop recommendations to improve program operationsAnswer data calls and inquiries on program policies and proceduresParticipate in requirements development process in support of Senior Managers and Government counterpartsMonitor programs to ensure compliance with policies and proceduresManage program cost, schedule, performance, and risks in accordance with policies and procedures; formulate proposed mitigations as necessaryCoordinate program information with personnelInterpret regulations and directives to determine impact on programsDetermine requirements; develop goals and objectives to provide program support to Government counterparts and modify program policies and procedures based on changes to regulationsResearch ways to eliminate program bottlenecks and barriers to production; support Government counterparts in development of solutions to program issuesOversee the allocation of resources based on program requirementsApply knowledge of price and cost analysis sufficient to review proposals, actual and estimated expenditures and established rates to determine price reasonableness or to determine a negotiation positionApply funding rules associated with the obligation of multiple types of appropriationsApply precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boardsApply knowledge of contracting negotiation, administration and termination principles, policies, procedures and technical requirements applicable to the full range of contracting actions for a variety of contract typesMinimum Experience:Citizenship: Must be a US citizenClearance: Must possess and maintain a TS w/SCI eligibilityCertifications: DAWIA Level III (Advanced) Equivalency in one of the following fields: Program Management; Engineering & Technical Management; or Test & Evaluation (T&E)Education: Bachelor’s degree in acquisition/business or a related field Years of Experience: Minimum of 10 years of relevant experience in DoD Acquisition Program Management to include:Experience in a DoD Program Management role in which in-depth knowledge of C-130 or other DoD cargo aircraft integrationExperience with aircraft cybersecurity and Information Assurance complianceExperience with weapon system open architectures (e.g., Open Mission Systems)Experience with C-130 or other DoD cargo aircraft Test & Evaluation and airworthiness processesAdditional InformationLocation: MacDill AFB, FLOn-site/Hybrid/Remote: On-SiteTravel: 25%
