It is not necessary to apply both through Work In Texas and CAPPS Career SectionGeneral Description:The Texas Higher Education Coordinating Board (THECB) is seeking a highly organized and detail-oriented Contract Administration Manager I to support the procurement and management of IT contracts for the agency, including purchases through the Department of Information Resources (DIR) Shared Technology Services (STS) program. The selected candidate will manage the contract or procurement process from start to finish, ensuring efficiency, compliance, and timely procurement processes and effective contract and vendor management.The role operates within a small team environment under limited supervision, with considerable latitude for the use of initiative and independent judgment. The position will report to the Assistant Commissioner for Contracts and Procurement.General Duties and Responsibilities:IT Procurement:and#8226;Manage end-to-end IT procurements, including through the DIR-STS program;and#8226;Gather requirements and coordinate timelines with stakeholders;and#8226;Develop and review solicitations (SOWs, RFQs, RFOs, etc.)and#8226;Communicate with vendors and evaluate quotes; andand#8226;Oversee procurement processes and timelines;Contract Management:and#8226;Manage the full contract lifecycle (drafting, negotiation, execution, closeout);and#8226;Review and negotiate terms and deliverables to align with IT best practices and state requirements;and#8226;Monitor vendor performance and resolve issues;and#8226;Track deliverables, hours, budgets, and contract deadlines;and#8226;Complete contract closeout and required reporting, such as Vendor Performance Tracking System (VPTS) pliance and Operations:and#8226;Ensure compliance with Texas procurement laws and DIR requirements;and#8226;Maintain accurate contract and procurement records;and#8226;Identify and mitigate risks related to procurement and contract activities;and#8226;Support audits and reporting requirements; andand#8226;Improve processes, templates, and documentation for efficiency and consistency.May perform other duties as assigned to support agency procurement and contract management objectives.Knowledge Skills or Abilities:and#8226;Knowledge of Texas procurement laws, including CPA and DIR rules;and#8226;Knowledge of contract management best practices, including performance monitoring for large-scope or high dollar contracts;and#8226;Knowledge of negotiation strategies and techniques;and#8226;Strong analytical, organizational, and problem-solving skills;and#8226;Ability to manage multiple priorities and deadlines, and exercise sound judgment;and#8226;Ability to communicate clearly and professionally both verbally and in writing; andand#8226;Ability to work independently and adapt to new systems.Telework with Two Required In-Office Days:This position is authorized for a hybrid telework schedule. Employees are required to work in the office two (2) days per week, with the remaining three days eligible for telework.
