Job Summary This position is responsible for assisting in the oversight and performance review of front-line team-members located in the case management division of Marion County Community Corrections (MCCC). The incumbent in this position is responsible for the supervision of clients, development of case plans, referral to services, phone calls, requests, home visits, and electronically monitoring clients per court order. This position is responsible for assisting in the day-to-day operations and programming related to MCCC and directly responsible for public safety, team-member accountability and adherence to evidence-based practices. This position assists in making decisions related to public safety, team-member safety, client safety and accountability for records management, maintenance and retention, and administrative services. Incumbent must effectively identify and evaluate available data to exercise sound judgment when evaluating requirements, productivity of team-members and cost effectiveness of programs. Errors in judgment could cause irreparable consequences and lost work hours to the agency. The incumbent has the freedom to use judgment while assisting in policy formulation and in all types of negotiations. Incumbent will provide input to the supervisor in agency-wide decision making and will provide assistance in the absence of the supervisor. Position reports to the Supervisor. Position Responsibilities + Responsible for the daily supervision and performance of team-members + Assists in personnel matters such as recruitment, promotion, and disciplinary processes + Implements, updates, and enforces agency policies, procedures, and standards and adherence to all applicable laws + Supervises the screening process for all Community Corrections referrals and ensures coordination with local and out of county or state entities regarding placement + Ensures case manager capacity levels are sufficient for placements as much as possible + Responsible for ensuring team-members are trained in emergency policies and procedures + Ensures internal and external problems, conflicts, and issues are dealt with appropriately through the use of investigation, fact finding, interviews, and analysis of information, including community and client grievances + Acts as a liaison responding to questions, problems, and concerns of other divisions, agencies, courts, vendors, community individuals, and programs + Prepares statistical data and reports to summarize and evaluate program performance + Reviews and monitors client treatment plans and programs, schedules clients for programs, monitors client participation, and ensures compliance to program rules and regulations + Attends court hearings and proceedings regarding program candidates and participates in the staffing of cases, supervises, and reviews recommendations for referrals + Conducts quality control reviews of front-line team-members + Provides training and coaching of team-members + Demonstrates an in-depth understanding and proficiency in principles of effective intervention + Completes case plan and case audits of front-line team-members + Monitors client to case manager ratios and client violations of program specifications + Ensures the implementation and adherence to evidence-based practices for community corrections including community partners and vendors + Ensures the implementation of continuous quality Improvement processes and plans for community corrections + Aids in preparing current and future needs assessments regarding efficient staffing levels, performance of team-members, and contractors + Confidentiality is to be maintained at all times This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time. Qualifications Associates degree in Criminal Justice, Business Management, or related field and one (1) year of experience working in corrections or the criminal justice system. In lieu of degree a combination of education, training, and experience may be utilized. Ability to communicate effectively both orally and in writing. Skilled in establishing cost effective programs and quality control. Requires knowledge in leadership, management, personnel and process performance measurement, investigative principles and practices used in ensuring compliance with appropriate state and federal laws, regulations and requirements of court evidence, and training. Must be able to advise and assist team-members and the public in all aspects of the agency. Must be able to interface with the public regarding procedures. Must be able to interpret and explain court decisions to clients, others, municipal boards, committees, and managers. Emotional intelligence when dealing with people of all backgrounds. Knowledge and use of Microsoft Office. Preferred Job Requirements and Qualifications Bacheloru2019s degree in Criminal Justice, Business Management, or related field and one (1) year of experience working in corrections or the criminal justice system. Ability to communicate effectively both orally and in writing. Skilled in establishing cost effective programs and quality control. Requires knowledge in leadership, management, personnel and process performance measurement, investigative principles and practices used in ensuring compliance with appropriate state and federal laws, regulations and requirements of court evidence, and training. Must be able to advise and assist team-members and the public in all aspects of the agency. Must be able to interface with the public regarding procedures. Must be able to interpret and explain court decisions to clients, others, municipal boards, committees, and managers. Emotional intelligence when dealing with people of all backgrounds.
