Summary The Office of the Assistant Secretary for Administration and Management (OASAM) provide the infrastructure and support that enables the U.S. Department of Labor (DOL) to perform its mission. OASAM provides leadership and support for information technology, human resources management, procurement, business operations, safety and health, space management, civil rights, emergency management, security, budget, and performance. Responsibilities The position is located within the OASAM Civil Rights Center(CRC), Office of Internal Enforcement (OIE). This position serves as a technical expert and advisor, and manages all phases of the OIE's complaint processing. Major duties for this position include but are not limited to: Serve as a subject matter expert on Federal civil rights laws, EEO regulations, and complaint adjudication processes administered by CRC. Review, draft, and prepare final agency decisions, complaint responses, appeals, and related EEO case documents for legal and procedural sufficiency. Provide technical guidance to investigators and agency officials on investigative standards, burden of proof, and compliance with applicable civil rights laws and regulations. Coordinate with the Office of the Solicitor (SOL) to ensure legal sufficiency of final agency decisions and related EEO determinations. Review and interpret new laws, regulations, policies, and guidance affecting Federal sector EEO programs and complaint processing. Ensure consistent application of EEO policies, procedures, and regulatory requirements across the Department. Coordinate complaint intake, ADR matters, and settlement agreements in accordance with established procedures. Prepare and analyze EEO reports and statistical data required by EEOC, the No FEAR Act, and Management Directive 715. Develop and deliver training and briefings on EEO laws, complaint procedures, and workplace rights and responsibilities. Represent CRC on interagency and EEOC workgroups related to Federal sector EEO and civil rights matters. Serve as a mediator, investigator, arbitrator, or EEO counselor in resolving workplace disputes and discrimination complaints. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for Equal Employment Specialist, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For this position, the next lowest grade is the GS-13. Candidates must demonstrate ALL the following examples of specialized experience: Experience conducting investigations to determine compliance with applicable law. Experience analyzing complaints, applying law to fact, and using investigative methods to determine compliance with legal requirements. Experience fact-finding, analyzing issues, solving problems, and writing to identify issues in discrimination cases and recommend solutions. Experience reviewing work for substantive and technical sufficiency. Experience communicating technical information effectively, both verbally and in writing. Experience processing, investigating, and adjudicating discrimination complaints.
