Description The Aviation Department of the Port Authority of New York and New Jersey is seeking to fill the position of Manager, Teterboro Airport (TEB). This position is responsible for ensuring the safe, secure and efficient operation of TEB, a Federal Aviation Administration (FAA) certificated general aviation (GA) facility that averages approximately 170,000 aircraft movements annually. A designated reliever airport within the Port Authority's system of airports, TEB serves corporate and privately owned aircraft, with no scheduled commercial airline service operations and an aircraft weight limit of 100,000 pounds. Additionally, TEB boasts the highest percentage of business jet operations of any similar airport in the country, and is frequented by heads of State, diplomats, celebrities, and other VIPs with onsite USCBP clearing facilities. The Airport Manager must ensure that TEB remains in compliance with all applicable federal rules and regulations governing the certification, operations, and security of GA Airports, as well as maintain critical relationships with all airport users, tenants, federal partners, and the governing bodies and residents of the surrounding communities. Responsibilities Under the supervision of the General Manager, the Manager, Teterboro Airport will lead a team of Port Authority and contract professionals overseeing the day to day operations and maintenance of TEB, ensuring compliance with all regulatory obligations under Title 14 CFR Part 139, the facility's security program, as well as delivering the highest standards of safety, security and customer service. Major responsibilities include: Oversee all airport functions and activitiesto ensure safe, secure and efficient operations. Promote regulatory compliance and safety. Promote policies and procedures to ensure effective use of airport facilities. Ensure TEB is able to meet its mandate as a reliever facility for the Port Authority system of airports. Develop and foster a strategic vision for the airport that is consistent with Port Authorityagency priorities and standards. Develop and advance the airport capital program. Lead/participate in determining long-range program, planning, and development needs. Work with leaseholders, users, government organizations and other stakeholders to develop and implement plans for improvements to airport facilities. Ensure prudent financial management Administer and oversee the multi-milliondollarairport operating and maintenance service agreement Prepare theairport's annual operating budget Manage expenditures to achieve financial performance in accordance with department and agency goals. Develop and foster effective relationships with stakeholders, including tenants, local communities, regulating bodies and airport users. Support programs that create a sense of community among airport tenants, staff, and leadership. Foster a positive work environment and teamwork. Participate in quarterly TANAAC (Teterboro Aircraft Noise Abatement Advisory Committee) meetings to represent Port Authority priorities and objectives and advise on airport operations. Provide guidance and support to staff and promote career development. Qualifications Bachelor's Degree in Engineering, Architecture, Business Administration, Aviation Management, or related field from an accredited college or university. At least 10 years of progressively responsible managerial experience in operations, maintenance, capital planning, project management, or related field With a minimum of 5 years direct aviation management or operations experience Strong community engagement and stakeholder relations experience Strong leadership capability, demonstrated through the ability to manage, develop and motivate diverse teams to achieve high performance Ability to report to respond immediately to airport emergencies, inclusive of inclement weather or other irregular operations, 24 hours per day, seven days per week Familiarity with Part 139 policies and procedure Desired Master's degree from an accredited college or university AAAE Certified Member (C.M.) or Accredited Airport Executive (A.A.E) certification, or ICAO International Airport Professional (IAP) certification Demonstrated relevant regulatory and operational experience Demonstrated managerial skills and significant experience supervising a large workforce of represented and non-represented employees. Demonstrated experience administering large service contracts. Demonstrated ability to represent the needs of the agency and department to achieve broad business goals in the areas of airport operations, maintenance, facilities, asset management, and airport redevelopment and to understand the impact on various stakeholders within and outside the PA. Strong interpersonal skills, including demonstrated experience interacting with executive management within and outside the PA. Superior oral, written, and presentation skills. REQNUMBER: JV-61348
