Human Resources Manager This position will report directly to the Human Resources Director and requires a high degree of discretion and initiative in all facets of HR including Labor Compliance, Benefit Administration, Recruiting and Employee Relations. The ideal candidate will be qualified to participate in the HR function in a manner that is in keeping with all Labor and Regulatory requirements by demonstrating knowledge of requisite laws and regulations and by aiding in the compliance of these requirements. Benefit Administration: Develop a solid understanding of the firm''s benefit package by developing familiarity with all insurance carriers'' plans and by knowing how to reach key contacts, including the company''s insurance brokers. Onboard new employees, including drafting announcements, training schedules, conducting employee benefit and corporate policy review sessions, and by arranging security cards and staff introductions. Complete all new employee online benefit enrollments with insurance carriers and third-party administrators. Provide/maintain employee benefit packages to include enrollment forms, insurance carrier brochures and relevant benefit information for new hires. Assist employees with claims processing, account administration and by assisting with new I.D. cards, materials, etc. Provide updates to online insurance carriers for changes in status, adding dependents and changes of address, including 1) Oxford, 2) Ameriflex, 3) Guardian Life and 4) Paychex, and ensure the company''s 401k Administrator has been notified. Maintain a file of all updated insurance booklets and annual Summary Benefit Coverage documents and ensure employee distributions occur on a timely basis. Implement annual benefits open enrollment season, ensuring all employees are enrolled for the upcoming calendar year and disseminating relevant documents to all personnel. Process benefit insurance carrier''s invoices with accounting, including Oxford/United Health Care, Guardian, Paychex, TransitChek and Ameriflex. Prepare Transitchex product orders on a quarterly and ad-hoc bases. Ensure products are secured and distributed to employees. Maintain files for order tracking, ensure payment records are maintained and provide payroll deductions to the company''s payroll provider on a timely basis. Identify new ways to process online benefit insurance claims by learning about new features offered by the company''s insurance carriers and by identifying any "process improvement" opportunities. Recruiting Develop a general familiarity with all recruiters, knowing how to reach key contacts especially when scheduling 1 st , 2 nd, and 3 rd round interviews with the HR Director, interview panels and Management Committee. Lead the company''s Diversity, Equity & Inclusion recruiting initiative by building and developing relationships with various colleges, universities, and alumnae organizations. Update job postings on various websites, including college job posting websites and career planning offices, the CFA website, LinkedIn, relevant industry web sites. Cull potential candidates for each open position. Participate in first round interviews and provide interview notes and key points of interest regarding each candidate interviewed. Maintain interview history records and resumes for historical tracking. Compliance Monitor governmental agency updates to ensure new regulations are implemented on a timely basis. Draft new corporate policies/update existing policies, participating in the review process with external legal counsel and management and coordinating finalization of the documents. Disseminate policies and governmental updates as appropriate, tracking receipt of signature pages as required. Track employee security trading activities in a transaction log and maintain pertinent files of each employee''s trading activity. Carry out ERISA compliance tasks, including "wrap" document updates and filings with any pertinent organizations. COBRA Administer all COBRA tasks including notifications and correspondence, COBRA payment reminders and tracking length of continuance with all carriers and employees on COBRA. Draft COBRA procedure manual, updating as required. Identify and maintain DOL mandatory and up-to-date documents and files for new hires, employees who are terminated and those who voluntary leave the firm. Maintain the COBRA administrative 'self-test'' checklist in the event of a DOL audit. Provide regular assistance with DOL compliance procedures and maintain any files regarding our COBRA procedures on a regular basis. Employee Record Management Maintain real-time, updated attendance records. Track, process and monitor employee PTO requests by updating the corporate calendar and attendance spreadsheet. Track and file receipt of doctors'' notes as relevant on a timely basis. Facilitate the approval of vacations requests Maintain Employee Personal Information records, including emergency contacts, distributing internally on a confidential basis per protocols.
