Urban Technology Senior Project Manager 2 years (with opportunity for extension); Hybrid: 80 Maiden Lane, New York, NY 10038 & Remote (3 days in office/2 days remote) This is 35 hours work week. Rate is 95.00 to 100.00 per hour Mandatory Skills/Experience: Note: Candidates who do not have the mandatory skills will not be considered Minimum 8 years of experience in project management Willingness to travel within NYC for key meetings. Experienced with managing large projects in an enterprise space. PMP or equivalent certification 4 years of experience working with cybersecurity professionals/practitioners Experienced managing projects in application security, OT Well versed in cybersecurity landscape, potential threats, and risk Proficient with major project management tools such as Microsoft Project Experienced in designing key metrics for measuring progress success. Proficient in managing projects using Agile and Waterfall methodologies. Experienced in developing RFI, RFP, benefit/cost analysis. Facilitate effective communication between project/program stakeholders. Special Requirements: Remote, on-camera interview Recruiter must confirm certificates and degrees of the final candidate prior to onboarding. Scope of Services: A seasoned project manager is required to lead and maintain several Cyber Command projects and established programs in operational technology cybersecurity, application security, NIST assessments, and vendor proof of concept/value reviews, among others. These programs have significant complexity across many City agencies, stakeholders, other cybersecurity entities in government and the private sector, and our information-sharing partners. Projects may include significant business processes and/or technology change.Work directly with Cyber Command program managers in Urban Technology, Threat Management, Security Sciences, Strategy, and Operations, its FTEs, consultants and vendors; coordinate with legal, contracting, finance, agencies and departments to ensure successful project rollout, communications and adoption. Conduct deep analysis and convey project progress and success through meaningful metrics including KPIs. Manage project plans and content for Agency shared secure development programs. Liaise with various vendors to coordinate secure development master project plans and schedules for various program initiatives. Develop proper framework around communications plan for inter-agency engagement. Design and document standards and procedures for driving project success. Manage onboarding of agencies into various cybersecurity tooling initiatives and capture all metrics demonstrating effectiveness and successful cybersecurity tool deployment to the agency. Lead in-depth meetings with agencies around various projects to design project plans, mission statements, objectives, key milestones, and work streams with associated deliverables for quantifying successful completion. Facilitate opportunity screening, development of project charters including cost estimation/duration, develop request for information (RFI) and Request for Proposals (RFP), benefit/cost analysis and projected ROI, vendor selection, schedule, and budget oversight. Prepare status decks and contribute meaningful content that demonstrates overall portfolio success risks and constraints. Use appropriate verification techniques to manage changes in project scope, schedule, and costs, develop and maintain a project delivery schedule/Gantt chart and projected project activations, management of contractors, issue resolution, reporting and closeout of project upon completion. Project: The NYC Office of Technology and Innovation has been tasked with recruiting a Project Manager L3, Urban Technology Senior Project Manager. This role is essential to OTI Cyber Command's ability to defend City systems from cyber threat including direct support of public safety, revenue-generating, and other systems supporting city operations. Given the rapid expansion of the City's attack surface and the evolving threat landscape, the resource is needed to manage various agency-facing projects within the City's application security and OT security programs to enhance the City's cybersecurity posture. The resource will contribute to OTI Cyber Command's ability to support agencies in secure application development, deploy critical security technology, and perform due diligence on third-party vendors.
