Position Objective : This position will maintain a bridge management system that will identify and prioritize infrastructure needs for safe and reliable operations. The system will aid the development of maintenance and capital projects. The position will also supervise the bridge inspection program within the Track & Structures Department ensuring all state and mandated safety requirements are met. Responsibilities : Oversee and update the bridge management system, and inventories of assets as developed (i.e., Bridges, Stations, Transmission Towers, Retaining Walls, and Drainage Systems). As required develop additional asset inventories and work with EAM group. Oversee field inspections by MNR inspection personnel and consultants to ensure all internal and external (i.e., FRA and NYSDOT) requirements are met. Review and manage flags issued during inspection and notify the party responsible for maintenance. Direct subordinates in efficient use of budgeted resources. Review allocation of personnel, material, and equipment for all project work. Develop project scope design plans and planning schedules for in house projects to perform work safely and efficiently, in compliance with FRA Regulations and Metro-North's Programs. Projects include retaining walls, bridges, and buildings. Interact with maintenance groups and Asst. Chief Engineer to prioritize maintenance work items. Required Qualifications : Required Knowledge/Skills/Abilities: Knowledge of bridge analysis with the ability to design, and handle site planning and defects to retaining walls, culverts, bridges, and tunnels. Knowledge of bridge analysis software such as STAAD. Understanding of Engineering fundamentals . Strong verbal and written communication skills. Strong project management and coordination skills which include quality control and quality assurance measures. Strong interpersonal skills with the ability to interact with internal departments as well as city, state, and federal agencies. Knowledge of MS Office Suite and/or comparable applications. Knowledge of AutoCAD or compatible CAD programs . Available and on call 24 hours per day, 7 days per week as required. Must have a valid driver's license. Required Education / Experience : Bachelor of Science or Bachelor of Engineering in Civil Engineering or related engineering discipline. New York State PE License (or ability to obtain reciprocity license within 6 months). Minimum eight (8) years of experience in Civil/Structural engineering which includes design, construction , and inspection of bridges and other structures. Minimum five (5) years of experience managing professionals and/or projects with adherence to deadlines. The following is preferred but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered: Familiarity with job skills required for various crafts (carpentry, ironwork, masonry, piping , and roofing). Ability to analyze bridge sub-structures, such as bridge abutments , and super-structures, such as steel girders. Ability to design repair and/or replacement of bridges and other railroad structures. Knowledge of database management systems and SQL. Knowledge of budget preparation, cost estimation , and project forecasting processes. Knowledge of Federal Railway Agency (FRA) regulations and procedures. Knowledge of collective bargaining agreements (CBA). Other Information This is a safety sensitive position subject to random toxicological testing.
